APGA won Gwagwalada election but APC declared inconclusive?

Crisis erupted in the Gwagwalada INEC office following the announcement that the chairmanship election in the area council was declared as inconclusive.
The collation officer for the area council, Adamu Tanimu said the election was inconclusive because of the cancellation of results in two polling units under Ibwa ward, which have 1881 registered voters.
The area council has 10 wards and 92 polling units.
He quoted a section of the Electoral Act, which says where the total number of votes cast exceeded the accredited voters, the election is “null and void”.
He had earlier given the scores of all the four participating parties, where APGA’s candidate, Mustapha Adamu recorded 15, 272 votes.
His closest rival and incumbent chairman, Abubakar Jibrin of APC recorded 14,546, with PDP having 6082 votes and DPC 95.
The difference between APGA and APC, according to the collation officer, stood at 726 votes.
He said the number of cancelled votes in the two polling units were more than the difference so a winner could not be announced.
“Now, this is where the law comes in. The law says if you have this difference and you have cancelled election, you have to compare the total number of registered voters in those cancelled units to the difference. If it is higher, the election is inconclusive. What it means is that there will be a re-run between the two parties at a date to be stipulated by the commission, he said. 
This prompted the APGA agent, Ibrahim Danbare to challenge the declaration, saying that during the previous election, the difference was only 9 votes and the winner was declared.

 But when the collation officer asked him whether there was any cancellation at the previous election, Danbare said “what do you mean by cancellation?”
“To be honest, you won’t go out if you will not make our announcement (as winners). You have to declare a winner, to be honest. Oya, send us people here,” the agent shouted.
He then waved through the window to hundreds of supporters, who kept vigil at INEC’s office, singing and dancing all night, in anticipation of their candidate’s eventual declaration of victory.
The supporters then stormed the office and overpowered a team of military, police, civil defense and other security outfits that barricaded the gate and made their way into the building.

They chanted words like “it is impossible”, “he (collation officer) won’t leave” while others took over the exit from the INEC office.
