NDLEA STAFF KICK OVER WHO SUCCEEDS ALHAJI AHMADU GIADE IN NDLEA AFTER TEN YEARS AT THE SADDLE

Belated Article right! The tenure of Alhaji Ahmadu Giade as Chairman/Chief Executive of the NDLEA ends sometimes in November 2015. The outgoing Chairman spent a whooping ten years at the helm of affairs of the Agency having been appointed in November 2005.
The Agency also has a Secretary whose responsibility is head of the secretariat. That office is presently occupied by Mrs.Roli Bode George who was appointed sometime in October 2014.
It is interesting to know that both the Chairman/Chief Executiveand the Secretary of the Agency are appointed by the President and Commander in Chief in what has been described as two key political appointees on consolidated salary.
In view of the imminent end of the tenure of Alhaji Ahmadu Giade and vociferous clamour for a staff of the Agency to take over the rein of leadership, it has become necessary to clarify who the staff of the Agency are.
The staff of the Agency are those who are clearly defined in section 5(5) and (6) of the NDLEA act.
Section 5(5) and (6)provide as follows;
(5)“The Agency may, from time to time,appoint such other staff, as it may deem necessary, to assist the Agency in the performance of its functions under this act”
(6) “The staff of the Agency appointed under subsection (5) of this section, shall be appointed upon such terms and conditions of service as the Agency may,after consultation with the Federal Civil Service Commission, determine”.
It is obvious from the above provisions that the Chairman/ChiefExecutive and the Secretary of the Agency are not staff of the Agency since their appointments are not in accordance with the terms and conditions of the service of the Agency.
Thus, the clamour for a staff of the Agency to take over the top job clearly excludes the Secretary of the Agency. This is more so, given the fact that Mrs.Roli Bode George, was appointed in October, 2014 as Secretary without any law enforcement background. Her sole qualification for the job being the wife of a PDP Chieftain, Chief Bode George.
The Directors of the agency on the other hand are all staff of the agency having
(I)    being appointed in accordance with the Terms and Conditions of the Service of the Agency,
(II)    attended the mandatory Six Months Senior Officers Basic Course at the NDLEA Regional Training Academy in Jos, Plateau state; and
(III)    all individually put into the service of the Agency a minimum of twenty two years.
A brief recourse to precedents is conclusivethat the Secretary of the Agency is not in a suitable position to take over as the Chairman/Chief Executive of the NDLEA.
When Mallam Nuhu Ribadu was removed as the EFCC Chairman, the Director of Operations who incidentally is the present Chairman Mr Ibrahim Lamorde was appointed as Acting Chairman. When Mrs Farida Waziri was also removed as EFCC Chairman, the Director of Operation was again made toact as Chairman before Ibrahim Lamorde was appointed and confirmed Chairman in all these occasions the EFCC had a Secretary.
In conclusion, we the concerned officers of NDLEA are urging President Muhammadu Buhari to consider the appointment of one of the Directors of NDLEA to replace the outgoing Alhaji Ahmadu Giade as the Chairman/Chief Executive.
