Preamble
Another eventful year has just gone by and we are gathered once again to partake in the Annual General Meeting to review our journey so far. We can easily remember that during our elementary school days, at the end of every term a report card which contains the details of performance or otherwise of a pupil is issued lo him/her. This report card determines whether a child gels a pal on the hack or a knock on the head. It equally determines the type of Christmas gifts from the parents to the child. This afternoon, it is with this same belief, intention and sense of history that I humbly present to you all my performance record in the past one year.

I am glad to inform you all that the major ingredient in this cocktail tor our modest performance is Peace (UDO). Peace is very vital to the development of any society – family, village, town, local Government Area, State, Country etc. Peace which is as slipper as an eel comes at a very huge expense whenever it rocked deliberately or inadvertently. One would appreciate this fuel when one considers how much Nigeria, for example, contributed (in terms of human lives) in peace keeping operations in Africa and the rest of the world. Furthermore, the Federal Government apart from having sleepless night over the activities of Boko Haram spends heavily in striving to keep in the Northern part of our dear country, Nigeria. It is equally important lo state here that some of our members (dear brothers and sisters) were affected in one way or the other by the action of these "peace breakers". However, we thank God that we had peace in Agulu and pray Him to sustain that peace and console those that were affected. It is these thoughts that made me lo choose the above theme for this v car's meeting.

Naturally, prior to and during the electioneering campaigns, cliques   were formed and, opinions and theories front different persuasions bordering on capacity and capability of contestants rented the air waves. While few of the opinions were sound and progressive, some were jaundiced, myopic and retrogressive both in depth and contents. However, these divisive tendencies have since been consigned to the garbage heap of history and a new all-inclusive path of progress set forth.

As we all know this administration came into office following due process and diligence a year ago, precise in December 2012. The Current president was in the vintage position having being one of the Vice Presidents in the immediate past administration to make immediate impact on the lives of the Citizens of Agulu. We did put in our best speaks for itself.
                                     

I am aware as the PG of APU that besides the narrow revenue sources, the APU purse is very lean compared lo the planned gigantic projects that will uplift the lives of the citizens. In other words we were mindful of the great task ahead of us and bearing in mind that when we set a stout heart to a stiff hill, and the wagon will get to the top of it. Also, there's nothing so hard but a harder thing will get through it: a strong job can be managed by a strong resolution. Have at it and have it. Stick to it and succeed- fill a thing is done men wonder that you think it can be done, and when you have done it they wonder it was never done be lore.

Therefore, as a shrewd leader, with a sense of urgency and direction and genuine hunger to deliver quality service to his brothers and sisters, the President General (PG) put on his thinking cap and galvanized his learn into action.

As the first steps the team:
·              Made high level and multi-sectorial consultation
·              Received and analysed the past events
·              Set out far reaching priorities and needs of the good people of Agulu and,
·              Articulated the implementation strategy
                
One of the greatest administrative ingenuities of the PC and his team was winning the confidence and support of the State Government in the execution of some very strategic project in Agulu. The team was able to Jo this by carefully analysing Government policies and provisions, and then aligned their implementation strategies to those of the Stale Government. The result of our analysis indicated that the Anambra Stale Government (ANSG) policies were based on transparency, equity, qualitative execution of projects and on the principle of the investor’s mind-set” (we will help those who are already doing something). We then cashed in on that and built a bridge of partnership with the ANSG to facilitate the safe delivery of quality and strategic projects to the good people of Agulu. In other words we facilitated some of the projects cited in Agulu.

It may not he out of place while presenting this account of my stewardship for the past nine thousand hours (approximate) as the President General of Agulu Peoples Union (APU) to suite that I am mindful of the fact that who would please all will lose his donkey and be laughed at for his pains". It is equally, true that "it is hard for an empty sack to stand upright". It is therefore imperative, given my background as a business man of the upper echelon, to take stock at the end of the trading their even when it is not a mandatory constitutional requirement.

Through our sustained efforts, cooperation and the goodwill of our brother Mr. Peter Obi, our administration has made tangible gains. They are as follows

Transparency
All our actions and activities were properly documented and placed the disposal of the citizens of Agulu. In fact we run an open door policy. We consulted when in doubt.
                            
Revenue collection and remittance
The revenue collection and remittance have started to improve worthy of mention is our Market committee headed by Mr. Chukwudiligwe who made history by paying Ml 80, 000 into Agulu account from the market levies they collected. Again, through the efforts of Mr. Francis Chine, the timber section at Nwagu was able to collect a levy of N34. 550 before it was destroyed by some indigenes of Agulu.

International diplomacy and networking
I was able to travel to United States twice this year in order to build a good relationship with our brothers over there. My first visit was in July, 2013 when I attended the Reception held for our brother and son. Chief Fidelis Umenaba by Awka Development Union. My second travel was in August. 21)1 3 to attend the Institute for Agulu development (I.A.D) convention in Houston. They received me very warmly and gave great support to Agulu Security fund appeal. I assure you that the dividends of my travels will start manifesting in due course. By Clod's grace, our efforts in the past ten months have started bearing fruits.

Their President, Dr Emma Onyeozili informed me that the; are making concrete efforts to fulfill their pledges to us. They are also reaching out to more people who didn't attend the convention to make their m\n donation. Very soon, they will give us an answer.
                                  

Care for The Age (Otuokenye induction)
This administration in its determined efforts to cater for our vulnerable aged parents constituted a new standing committee called "Otu-Okenye" headed by Dr. Silas Ejeabocha. This is meant lo cater for the old men in Agulu from 80 years and above. They will be exempted from paying dues and levies. The first induction will start on 31st December 201 3 and certificates will be issued to them. As I speak now (29/12/2013) things are already set for the first biennial induction ceremony of Otuokenye. Their uniforms are also already and have been given to them. We have their names in our record. In case of any future go-torment request like the non-pension people allowances, then «e already have a database to work with. I thank Dr. Silas Ejeabocha for his efforts in moving this committee forward. Ndib"amiObodoenweghionyeisiawo …...

Non Pension People allowances
Again, through the sincere and concerted efforts of this administration, we were able to register about 33') non pension people in Agulu. Their names were forwarded to the State government and they have already being paid their 30.000 naira first six months allowance. These senior citizens are indeed very pleased with our effort and I promise we will not relent especially with your solid support.

PPSS and Civil Service employment
We have initiated actions and are currently working hard to make sure that our people who arc qualified arc employed into the Anambra State Teaching System and Civil Service commission. In tandem with this noble objective we are also in talks with Mrs. Ngozi Etolue, the federal commissioner in charge of Anambra. Ebonyi and Enugu States to assist our qualified indigenes to secure employment in the federal public service.

Supply of Transformers to ensure steady and stable electricity supply in Agulu

When it was reported that fourteen out 20 villages in Agulu constantly experience low voltage electricity supply, we quickly studied the cases and wrote an application letter lo the Ministry of Utility requesting for transformers. Following the letter, the Ministry official came for on the spot assessment and inspection and since made their official report. I am overjoyed to report that the supply of the said fourteen units of transformers recommended for Agulu has been approved. In pursuit to that, l recently spoke with the commissioner for utilities and he said that the distribution of the approved transformers is on course and they share turn In turn according to the time of application. I strongly hope that it will soon get to our turn lo gel our approved 14 transformers.

Fencing of Agulu Town Hall
Despite the paltry sum of money we inherited from the previous administration, we have commenced work on the fencing of Agulu Town Hall. The fencing work included provisions for the new gates to be installed and a security house also be constructed. We are also installing protectors in windows and doors on both sides of the hall. Our target, if all things being equal, is relocate the workers in the pencil house back to the Town Hall before the end of this year.

Development of Website
In keeping with the current wave of information communication technology (ICT) and globalization. We decided to have a functional website to enable exchange of information   among Agulu indigenes both al home and in Diaspora as well as the outside world. It is also envisaged that through this medium people will have easy and unhindered access to information regarding what is happening in our town. It will also activate the feedback mechanism in which [lie executive could receive constructive suggestions or critique that will ultimately sharpen the focus of this and .subsequent administrations. I am happy to inform you all that the building and design of the website is already on course. The developers are currently collecting information from villages and only six villages have submitted their information. However, we have already written the defaulting villages and they have agreed to comply before first meeting next year. Therefore, we will sincerely continue to work harder and hoping that the website will be launched barring any other unforeseen hitch in March 2014.

Inauguration of A.P.U committees:
We have constituted and inaugurated several relevant committees of competent and knowledgeable Agulu people. This is to
·        avoid over centralization of power in the hand of the members of executive
·        ensure free Mow of information across all sections of the town
·        ensure speedy execution of projects and decisions
·        help in conflict resolution
·        Make sound and well researched recommendations in their areas of competence and jurisdiction for implementation and
·        Give updates on emerging issues relevant lo our life

I am elated to report to you today that some of our committees have performed exceedingly well in their various assigned roles. Our Environment committee headed by Dr. Chike Okoye also performed well.

Resolution Crises/Disputes and conduct of Elections
This administration inherited from the pockets of problems especially on leadership in at the village and branch levels. I wish to gladly inform you that we have amicably resolved the leadership crises in Nwanchi village and we supervised a peaceful election that brought in their new executives led by Dr. Nzelum.

Secondly, we have supervised the conduct of a   free and transparent election   in A.P.U. Onitsha branch which produced Chief Felix Agbago as the new chairman.

Thirdly as part of our efforts to peacefully resolve the leadership problem in Amaezike village, we have succeeded in setting up a care taker committee headed by Mr. Innocent Okoye (Ekwueme). It was agreed to conduct a proper election by Jan 2nd, 2014 about four days from now.

Fourthly, you will recall that the chairman of Isiamigbo village, Agulu for personal reason(s) sued Kiamigho village and some individual to a law court. This case is still pending hut we arc working hard and fervently looking forward lo resolving (lie problem probably out of court.

Fifthly, Nwagu Park Dispute. Recently, a new motor park was opened near the Madonna Assumpta Catholic Church, Agulu by Anaocha Local Government Area to ease the gridlock usually experience at Nwagu junction especially during festivities or big occasions. Following establishment of the motor park, commercial buses, motorcycle operators and keke-Napep drivers were banned from dropping or picking any passenger at Nwagu junction. Instead the; were instructed to enter the new park whenever they want to pick or drop passengers. This created some misunderstanding and misgiving among our people and we had to intervene in the matter. Subsequently, the matter was resolved as follows
a)           All commercial buses, kcke-napep and okada operators driving through Agulu can drop customers anywhere in Agulu including Nwagu Junction
b)          Commercial buses cannot pick any passenger in Nwagu Junction. They must enter the park in pick up passengers. This was done to prevent unnecessary traffic.
c)           Okada operators and Keke-Napep drivers can pick up passengers at Nwagu junction provided that they did not exceed more than live minutes.
The resolutions stated in items a-e of this section did not completely nailed the dispute. Hence we have continued lo make more efforts to settle the dispute at Nwagu Park, but we still ha\e some grey areas to address. Our aim is for a peaceful resolution of all grievances. We are still making efforts to put the park in the place and to follow the approved government guidelines.

We sincerely thank Honorable NwubuAlor whose wise counsel was instrumental to the amicable resolution of the said dispute.

Finally I firmly promise that we will tackle all other pending conflicts in Agulu with a sense of justice and fairness, because we recognize the fact that peace and stability are essential for the continued progress of our town.

Improved Security
One of the most pressing challenges faced by our administration was on how to improve security in our town. We took it very seriously and our efforts are yielding great fruits. We thank our governor for donating three security vehicles to us. Since we took delivery of these vehicles, our security men have recorded success in their fight against crime. They have caught some armed robbers and kidnappers within Agulu and its boundaries. We are still making great efforts to improve on our success. I went to United States this year to solicit for the help of Institute for Agulu Development (IAD) and after my humble presentation, they have promised to help us. IAD voted at the convention to place security as one of the community efforts hey shall be co-sponsoring in addition to their Medical Mission next year.  With the provision of more security vehicle and walking slicks, our security men will be able to cover all strategic junctions and reduce crimes in Agulu.

Road Construction and maintenance:
The soil profile and texture of our dear town. Agulu, making it prone to gully erosion hence mad construction and maintenance is overwhelmingly arduous and beyond the capacity, and resources of the affix-ted areas. It is against this background that we must remain ever grateful to His Excellency, Mr. Peter Obi, who has commenced many road projects in Agulu following our requests, thereby lightening our burden. The road projects, which are vital links to other neighbouring towns, currently under various stages of construction in our town include the following:
a)                 Nneogidi-Nisc road is completed.
b)                Obeagu-Agulu Aguiyi road is completed.
c)                 Obeagu/Nkitaku-Ronasco raod: is completed.
d)                Madonna-UgwuUgolo road: is completed.
e)                 Ukunu/Mbaukwu-Nise road with a spur to Nkwo: Through our diplomatic efforts, the governor approved a spur to Nkwo Agulu which was not included before in the design of the road. Work is currently in progress.
f)                  Nwancbi-Obeledu road: work is in progress
g)                 General Hospital road (passing through Nkitaku/Obe/Amoji/ Odidama and Nneolia: The contact is already awarded and work has started. More new will still be started in Agulu
h)                 Agulu Lake Bridge: The construction of the Agulu lake bridge with two walkways is in top year mm. The plan has provision for the installation of Street lights on the bridge.

It is important to note that there are other roads that His Excellency has promised lo start before the end of this year. We pledge to give him great support and cooperation to enable him commence new road projects in Agulu.

Agulu Lake Resort and Convention Centre:
Civil Mork is currently on course at the site and it is expected to be completed and handed over to the Anambra Stale Government by the contractor, a Chinese company, at the end of February. 2014.

Renovation of schools:
With the support of His Excellency, Girls' High School, Agulu have been comprehensively renovated to modern standard. While the renovation at Agulu Boys Secondary school, Agulu is nearly completion. Towards the renovation of the Union Secondary School and Community Secondary School, Agulu the Governor had already given N 10,000,000 each to the schools and work has started.

On the Primary schools level. Nneogidi primary school was also visited by the governor and the renovation work has reached advanced stage of completion.

Erosion Control:
I have gone round with the commissioner of Environment to inspect the erosion sites in Agulu which include the UgwuUgolo erosion and Agulu General Hospital (Chukwuemeka Odumegwu Ojukwu University Teaching Hospital. Annex. Agulu) erosion sites. "The governor had earlier visited the Ifelani erosion site. The reports have been submitted to the Governor and he promised to start work on those sites soonest. In keeping with Governor's promise. The Deputy Governor and commissioner for Environment came on a final inspection visit to all erosion sites in Agulu on 21st December, 2013. It is my pleasure to report that work had already started on the Teaching hospital erosion site.

Upgrading of Agulu General Hospital:
Through our efforts, the Governor has approved the upgrade of Agulu General Hospital to a specialist unit attached to Anambra state University Teaching Hospital. Amaku, Awka. The accreditation of the hospital was done on 10th October. 2013. The commissioner of Health has confirmed to me that the delivery of new hospital equipment has started. The signpost showing the upgrade will be installed too.  The construction works- on-new buildings have already begun by the contractor. Vivid Construction Company.

The implication of this upgrade is really a great achievement for our town because resident doctors/medical students from Amaku teaching hospital will use its facilities as one if their outlets. This ultimately will greatly improve and enhance health delivery system especially at the primary level in Agulu in particular and Anambra State in general.

Discovery of Aquifer
I am also happy to report that water has been discovered in Agulu general hospital. This was achieved through the help of our brother. Mr. Ernest Maduka. The Managing Director of Anambra-lmo River Basin Development Authority (AIRBDA). Owerri, Plan and modalities are in progress on how to sustainable harvest the water for the benefit of our dear people of Agulu. Specifically, connection and distribution will start next year. The successful execution of this project will contribute lo enhancing the right and accessibility lo good drinking water of the citizens of Agulu.

Rural Veterinary Clinic:
Through our persistent visits to cooperation and proper liaison with the Anambra Stale Ministry of Agriculture, Awka. We have received approval for the siting of a Veterinary clinic at our Pencil house, lo make the clinic functional, the Ministry promised to attach a small structure lo the original building and repair the toilet facility. When operational this clinic will be of immense help to animal and poultry tanners in and around Agulu.

National Programmne for Food Security (NFS) Pond: A beneficial National project, National Programme for Food Security (NPFS) fish pond, was earmarked to be cited in two villages (Umunonwu and Nneoha) in Agulu by Federal Ministry of Agriculture and Rural Development (FMAKD). We had some initial disturbance by some youths in Nneoha village with regards to this project but we were able to settle the matter through the chairman of the village. Now, we have secured the approval and siting of NPFS ponds by FMARD in Nneoha and Umuonwu village. I am happy to report to you all that work has already started all Nneoha village site.

Lock up Shops:
The Ministry of Agriculture in Anambra has constructed some lock up shops at Nkvvo, Agulu. The) are read) to be commissioned and handed over to Agulu. We appreciate the help of Mr. Leo Imoka in attracting this project to Agulu. The structure is completed and read).



Survey Plan of Nkwo Market land
I wish to inform that we have received the survey plan of Nkwo market. And may I use this opportunity to warn those encroaching on our lands to desist henceforth especially at the Teaching hospital land and the new site for our international market. We must thank our governor for giving the approval for the construction of the spur to Nkwo Agulu which will make the international market more accessible.

Agro processing and Training Centre:
With gratitude to His Excellency, Governor Peter Obi and Mr. Leo Imoka, our brother who works in the ministry of Agriculture, our town has been chosen as the location for the construction of Agro Processing and raining centre for livestock feed production in Anambra State. This is a federal government project under the Federal Ministry of Agriculture and Rural Development. We are very privileged dial our town was chose from-Anambra state for the siting of die project. The FMARD have given us the size of I a rid required for the project. We have approved the land and final documentation and drawing of survey plan is in progress. They promised to start work on the site in January.

Maternity ward
Agulu has been selected as one of the towns where a new maternity ward will be constructed. This is a UNICEF programme sponsored by   Bill and Melinda Gates Foundation. The maternity project will be located all the back of Pencil house. Three plots of land were mapped out for this project. The survey plan has been handed over to them and work on the site will start soonest.

We are grateful for Gov. Peter Obi. Dr. Chike Akunyili and Dr. Ubboe whose influence attracted this project to Agulu.

Fire station
Through the goodwill of Gov. Peter obi and Mr. Chikelue Anisiofor (Deputy Chairman. TC Anaocha L.G.A) we have received approval tor the building of a fire service station at Oye Agulu (Umuowelle village). We gave them three plots of land for the project. The survey plan has been completed and we are waiting for work to start. The site of the proposed tire station is a hilly area with deposits of sands and stones. So we had an agreement with I.D.C Construction Company to dig a burrow pit and excavate the sands for their bridge construction. The I.U.C Company has paid the sum of 1.4 million naira into our account. This shows die shrewdness, transparency and accountability of our administration.

Immigration Office
Nigeria Immigration office has been approved to be located at Agulu. It will be located at the back of Pencil house. Architect Aguluka, our former PG donated a land lo them during his administration. We have now mapped out three plots for the Immigration office. The survey plan of the land is ready and we have already sent same to the State immigration Headquarters at Awka. We are wailing for their reply.

We solicit for individuals that will help us erect some structures on the site because we need to secure this project in our town. Information at my desk indicates that some people at Anaocha L.G.A are fighting for the office to be transferred to Neni. A stitch in time saves nine

Sanitation
I discovered that the chairman of ASWAMA, Mrs. Njideka Oraedum, is our daughter. We had a meeting with her together with the Transition Chairman of Anaocha LGA and market leaders in second week of December, 2013. She talked about including Agulu (Nwagu area in particular) under the State Capital coverage area as it falls within the Capital territory. However after the meeting, the Transition Chairman for called me over the cell phone to complained that the market sanitation exercise falls within the work jurisdiction of the local govt. Al present, we are still deliberating on this issue to arrive on a better sanitation package for Nwagu market after the earlier agreement we had was sabotaged by some people.

Reconstruction of Drainage at Okechinyere Junction
We are happy to announce that the drainage at Okechinyere junction. Uhume village has been reconstructed. The reconstruction work was necessitated by the fact that the bad position of the building close to the drainage which means that flood water is net channeled properly through the drainage. This, therefore, usually leads to constant flooding during rainy season. We wrote to the Anambra Slate Government persistently to request for assistance to reconstruct the drainage. Due to our steadfastness, our appeal for help was accepted by the Stale Government. The drainage has now been reconstructed and part of the building obstructing the drainage has been removed.

Commendation
I must not fail to commend some of our committees that have performed so well within this year. Worthy of mention is the "Recovery of survey plan committee" headed by Arch Aguluka, Otu Okenye committee and the "Conflict and resolution committee". I urge other committees to emulate them and perform belter in their assignment. I specially beckon on our "Custom and Tradition committee to work harder and to give us a report on how to handle (lie problem of masquerade in Agulu.

Future Thrust for 2014
In the New Year.2014, we will strive to continue on our path, consolidate en the gains already recorded, and open up new vistas by building more partnership bridges with relevant organizations, Villages, branches or individuals. We will pursue the issue of skill acquisition by our youths as a means to curb their propensity to criminal tendencies. This is because when one has a trade one would not have time lo plan evil rather one would be occupied with meeting delivery targets. Again, the economy now belongs to those who can provide quality services. Here the skill acquisition comes to my mind.

Obituary
With heavy hearts and deep sense of loss I announce the death of Chief Emma Ilokoye, former President General of A.P.U. He will be remembered for the great works he did when'" he was in office, He will be buried on 31" January 2014.

Conclusion
A cursory look al this my score card will indicate a combination of the sayings "Nwalakwochaa aka o soluogara ta anyaefi" and "akulueunookwueebeosi". We prepared a very conducive atmosphere congenial to partnership, built a dependable bridge between the government and the governed via proper liaison and. good and quality things started flying into the town and landing safely too. We therefore use this medium and occasion lo request other of our bothers in strategic positions to bring something home no matter how small. God will definitely bless you and posterity will never forget vou.

Nkeozodikwakaibeva, kaanyibundienyereenyegbakwayaanwubiko nu. We the recipient should use these gifts advantageously and al the same time we should guard these gifts and investments jealously please. If we manage these ones carefully, not only that more will come but the sky will be our footstep.

We thank the Almighty God for His mercy and Kindness on us all in this past one year.

I thank in a specially wife, Mrs. Aniagboso and dear children for understanding my denying of fatherly care.

To my executives I say unqualified kudos. We appreciate our visionary Governor in a big way because he has been very generous to Agulu. We are grateful for the various projects that have been started in Agulu this year by the state government.

The beauty of the rainbow is in the multiplicity of its colours while the beauty of the human palm is in the inequality of its fingers. Similarly, the beauty of Sir (Chief) Paulinus Aniagboso, the incumbent President General. APU, is in his variegated ma/c of native managerial and administrative traits spiked with humility.

It is an established fact that some people come into this world holding a silver spoon as they make their entry. They are born in good hospitals and attend expensive private nursery and secondary schools. They are chauffeured to and from school and they enter life with all the stars loaded in their favour.

Many others including Sir (Chief) Paulinus Aniagboso come into the world with the dice biased against them. All the basic things of life have to be wrestled for or they will remain out of their reach. Basic needs such as food, water, school uniform, sandals, school fees, clothing, medicine, opportunity lo go to school like other children, mentoring, name it – all entail monumental brawl to acquire, it is also instructive to state here too that many people are horn into this category not by their own fault, but by the unquestionable choice of the Almighty.

Sir (Chief) Paulinus Aniagboso arrived this world precisely in Obeagu Village on the 9th day of September Nineteen tilt\ Nine. His arrival was following the union of Late Chief and Mrs. John Aniagboso Ikebudu of Obeagu Village, Agulu.

Voting Paulinus had his primary school education in the famous Practicing School. Agulu beginning from its annex in Obeagu Village (now Obeagu Primary School) and the Secondary education at the Alpha Comprehensive Secondary School, Aguluezechukwu.
