The Permanent Secretary, Federal Ministry of Labour and Productivity Clement Illoh has urged Human
Relations Managers to tackle the challenges in new form of employment to meet global best practice.
  Dr Illoh said this at the opening ceremony of a two-day workshop on the theme, “Harnessing the benefits of outsourcing through enhanced regulatory environment”, was organized by the ministry in conjunction with Human Capital Providers Association (HuCaPaN).
  He said that there was need for human relations managers to develop and sustain global best practice in the administration of the emergent forms of employment, (outsourcing).
  According to him, since the introduction of the licensing regime in the operations of Private Employment Agencies (PEA), some unregistered recruiters have started to operate and no longer meet the laid down regulations.
  ``These faceless operators do not have regards for the core values of the industry especially those relating to the fundamental principles and the rights at work.
  ``These unregistered agencies are the ones encouraging impunity in work places for outsource workers,'' he added.
  The permanent secretary advised participants in the workshop to address the issues on abuses perpetrated by unregistered operators and urged participants to discuss on how to ensure that Nigeria ratifies the International Labour Organisation's PEA Convention 181.
  Earlier, Nege Inumidu, HuCaPaN President in his remark  said it was sad that unregistered agencies were in operation in the banking, manufacturing, telecommunication and the oil and gas sector.
