SPEECH ON THE LAUNCHING OF THE VIOs 19/06/2014

Your Excellency, The Executive Governor
of Anambra State Chief Dr. Willie Maduaburochukwu Obiano (Akpokuodike Aguleri),
the Deputy Governor Dr. Nkem Okeke, the host Honourable Commissioner for
Transport Barrister Chuma Mbonu, other Honourable Commissioners and top
Government Executives, the Commissioner of Police, Director State Security
Service, Commandant NSDC, the Anambra State Sector Commander FRSC and you
distinguished Ladies and Gentlemen.
You are all welcome to this epoch-making
ceremony heralding a new dawn for the road sector.
For more than 10 years, Anambra State
has been without the services of active Vehicle Inspection Officers who are the
critical pieces in the road administration jigsaw puzzle.
In the 70s and 80s, the fear of the VIOs
is the beginning of wisdom, for road users and so it is now in Lagos and most
states in the country but not so in Anambra State where road lawlessness is the
order of the day ….until now.
Our indefatigable Governor has embarked
on an all-sector revolution in the State and it is his; strong will zeal,
passion, dedication and superior will power that the last piece in the road
sector jigsaw puzzle – the VIO – is being launched today.
It is with the same zeal and passion for
excellence that he has initiated the Anambra State Motor Vehicle Administration
System (AMVAS) and Autoreg to automate motor vehicle documentation in the
State.
The scheme has been effective in
ensuring that there is sanity in the motor vehicle administration in the state
where revenue leakages are being plugged, Government is getting their due
revenue from road taxes, inherent fraudulent activities are being seriously
checked and there is now data credibility, transparency and accountability in the
automated system of vehicle administration through the AMVAS and AUTOREG
systems.
The role of the VIOs is instrumental to
the success of the entire motor vehicle administration agenda because
enforcement is the key driver for revenue generation.
Their responsibilities include; ensuring
sanity in the driving culture in the state, ensuring that vehicle documents are
in order and that the state of vehicles plying the roads are in top shape and
not mobile funeral parlours.
They are dedicated and well trained and,
as they are groomed in the art of courtesy we don’t expect road users to abuse
that cordiality or take it as weakness. They deserve respect because they
represent the State and will be exercising their powers within the law to
enforce road discipline.
They will work with other relevant
security agencies in the State.
We, on our part, and in conjunction with
the Ministry of Transport and Anambra Internal Revenue Service (IRS), will
establish AMVAS/AUTOREG mobile processing units that will be positioned all
over the State’s major roads to process expired documents of defaulting motor
vehicle owners during an enforcement drive that will be backed by the FRSC and
Police.
We appeal to all motorists to ensure
that their vehicle particulars are authentic and up to date as serious enforcement
will soon start.
All motor licensing offices in the state
have AMVAS and AUTOREG presence and issue all forms of vehicle documents at
official Government tariffs.
We sincerely thank the Executive
Governor, his deputy, the respective Commissioners involved in the whole road
administration process, the security agencies and not forgetting the able
Executive Chairman of Anambra State Internal Revenue Service Sir Okey Moka for
his wonderful cooperation and unalloyed assistance.
We pray that God Almighty will continue
to endow Chief Willie Obiano and his Executive cabinet with great wisdom,
passion and also pray that their political will be concretised to move Anambra
State to an enviable height so as to make Anambra the state to beat and
consolidate her alpha status in Nigeria.
